This is the longest period on the course and the densest, and students drown in it because they try to remember it as one story.
It is three.
Federal power grows in the economy.
Mass culture arrives and provokes a backlash.
And the country becomes a global power.
Every question in this period is really asking about one of those three storylines, so decide which one before you write.
Start abroad.
New territorial ambitions grew out of a search for markets, naval strategy, and beliefs about national mission, and victory in the Spanish-American War handed the United States overseas possessions.
That forced a genuine argument, and the argument is the examinable point.
Supporters argued markets, strategic bases, and a civilising mission.
Opponents argued that ruling people without their consent contradicted the country's founding principles, and some argued on racial or economic grounds.
A strong answer contains both positions.
A one-sided answer has missed what the question is for.
At home, the country continued its transition from a rural agricultural economy to an urban industrial one, and Progressives responded.
Progressivism is not a single programme, so do not try to list it.
Treat it as a method, in three steps.
Use expertise and evidence to diagnose the problem — that is what muckraking journalists and social surveys were for.
Then use government to fix it: regulation of food, drugs, working conditions and monopolies.
Then reform politics itself, through the direct primary, the initiative and referendum, and direct election of senators.
And its limits are examinable too.
Progressive reform largely excluded African Americans, and some Progressives supported segregation and immigration restriction.
World War I and its aftermath, next, including the postwar diplomacy that followed it.
Entry into the First World War mobilised the economy and expanded federal power.
It also intensified debates about the nation's role in the world and, at home, about civil liberties, where dissent was prosecuted.
And it triggered the Great Migration, as African Americans moved north for wartime industrial jobs, reshaping northern cities and northern politics.
Afterwards the United States pursued a unilateral foreign policy: rejecting the League of Nations while remaining economically engaged abroad.
Not isolation. Engagement without commitment.
The 1920s are best remembered as one decade doing two opposite things.
Innovations in communication and technology — radio, film, mass-circulation magazines, the automobile — built a mass culture that increasingly set national tastes.
And the same decade produced sharp divisions about what the country should be: immigration restriction through national-origins quotas, conflict over religion and science and over prohibition, and a revived Ku Klux Klan.
Meanwhile the Harlem Renaissance and the New Woman asserted new identities against exactly that pressure.
National tastes and national quarrels, from the same machinery.
Franklin Roosevelt's New Deal was the answer.
The Great Depression brought mass unemployment and social dislocation, and policymakers answered by expanding the federal role in the economy.
Roosevelt's New Deal is a list unless you sort it, so sort it by purpose: relief, recovery, reform.
Relief is money now.
Recovery is restarting the economy.
Reform is making it not happen again.
Radical, union and populist movements pushed Roosevelt toward more extensive measures, which is why the second New Deal is more ambitious than the first.
And state the CED's verdict directly, because examiners reward it: the New Deal did not end the Depression, but it left a lasting legacy of reform — Social Security, federal deposit insurance, labour rights, and the expectation that government is responsible for economic security.
Americans viewed the Second World War as a fight for the survival of freedom and democracy against fascist aggression, and mass mobilization helped end the Great Depression that eight years of policy had not.
Now the complexity mark.
Mobilisation and military service gave women and minorities real opportunities to improve their status, and those opportunities existed inside continued segregation and discrimination.
Real and limited.
Say both.
Migration from Mexico and elsewhere in the Western Hemisphere rose to meet labour demand, and Japanese Americans were forcibly interned — the period's clearest case of wartime rights denied.
Victory came through Allied cooperation, industrial capacity and technological advantage, and ended with the use of atomic weapons against Japan.
1945 is not a pause.
Asia and Europe were war-ravaged, and the United States had played the dominant role in the Allied victory and in the occupations that followed.
That left the United States as the strongest power in the world.
Postwar diplomacy therefore starts from American strength, not from a return to the 1920s.
And it set up the confrontation with the Soviet Union that Period 8 begins with.
Period 7 ends already standing in Period 8's opening.
The period's reasoning skill is comparison, and the most useful pairing is Progressive-era reform against the New Deal.
Both expanded federal power.
The New Deal did it on a far larger scale, and in response to collapse rather than to growth.
That single sentence is a comparison thesis.
And when a prompt asks about beliefs about threats to the United States, reach for the same three pieces of evidence every time: wartime restrictions on dissent, immigration quotas in the 1920s, and the internment of Japanese Americans.
The prompt is about beliefs, so your evidence must be things beliefs caused.
Here is the shape of a threat essay.
The 2024 long essay asked you to evaluate the extent to which beliefs about threats to the United States shaped society from 1917 to 1945.
A strong thesis names those beliefs and what they were producing: wartime restrictions on dissent, immigration quotas in the 1920s, and the internment of Japanese Americans.
The trap is a war narrative.
Evidence must be things beliefs caused — policies and social changes — not simply a story of the wars.
Five things to carry out.
First, give both sides of the imperialism debate.
Second, Progressivism is a method, and its exclusion of African Americans is examinable.
Third, sort the New Deal by relief, recovery, reform, and state that it did not end the Depression.
Fourth, wartime opportunity was real and limited.
Fifth, for threat prompts use civil liberties, quotas and internment.
