Here is a fence. It runs across open ground all the way to the horizon.

On the far side stands a city — the same dry land, the same sky.

And here is the hall where countries recognise each other as states.

Nature drew neither line. People did.

And once a line is drawn, it decides who governs you, and where your taxes go.

This is Unit Four: political patterns and processes. We will build it in order. First, what a state and a nation really are. Then boundaries. Then who holds the power inside a country. And last, the forces that hold a state together, or pull it apart.

Start with the two words the exam mixes up most.
先说两个考试最容易混淆的词。
A state is territory: fixed borders, a permanent population, a government, and sovereignty — it rules itself.
国家是土地:固定的边界、长期居住的人口、政府, 还有主权——自己管自己。
A nation is people: a group who share a culture and an identity.
民族是人:一群拥有共同文化和身份认同的人。
State means land. Nation means people.
国家指土地,民族指人。
When one nation fills one state, we call it a nation-state. Japan is the usual example.
当一个民族正好填满一个国家,我们称它为民族国家, 日本是常举的例子。
Real maps are messier.
真实的地图更复杂。
In this diagram a box is a state and a dot is a person.

First the neat case: one people fills one state — a nation-state.
第一种最整齐: 一个民族填满一个国家,这是民族国家。
Second, two peoples share one set of borders — a multinational state.
第二种,两个民族共享一套边界, 这是多民族国家。
Third, one people is spread across two states — a multistate nation.

Fourth, the people are there but the box is missing — a stateless nation.

Some such groups win an autonomous region inside a larger state.

Two more words.
还有两个词。
Sovereignty means a state governs itself, and no outside power can tell it what to do.
主权,指一个国家自己治理自己,外部势力不能对它发号施令。
Self-determination is the right of a people to choose their own government.
自决,指一个民族有权选择自己的政府。
Territoriality is the idea behind both: control an area, and you control the people and the resources in it.
领域性是这两者背后的思路:控制一片区域, 就控制了区域里的人和资源。
That is why a narrow sea passage matters — a choke point.
这正是狭窄海道如此重要的原因——它是咽喉要道。
Hold it, and you hold the trade of a region.

At sea, the UN Convention on the Law of the Sea, UNCLOS, sets each coastal state's territorial sea and an exclusive economic zone, or E E Z.

Power is not only about borders.
权力不只关乎边界。
For centuries, empires controlled distant land — colonialism and imperialism.

Most colonies later became independent, but the economic pattern often stayed.

Watch it here. Cheap materials and cheap labour flow in, to the rich core. Finished goods and profit flow back out.

A country that is formally free but still controlled this way faces neocolonialism.

A region caught between two rival powers is a shatterbelt.

Now the boundaries themselves.
现在说边界本身。
Name them by when they were drawn.
按照划定的时间来命名。
An antecedent boundary came first, before people settled the land.
先成边界出现得最早,在人们定居之前就画好了。
A subsequent boundary grew as the culture grew, following a language or religious divide.
后成边界随文化一起形成,沿着语言或宗教的分界线。
A superimposed boundary was forced on from outside, ignoring who lived there.
强加边界是外部力量强行画上的, 不管当地原本住着谁。
A relict boundary is no longer a border, but you can still see it.
残余边界已经不是边界,但仍然看得见。
Every boundary also passes four stages — definition, delimitation, and demarcation, then administered.

Here are four boundaries.

The first was drawn across empty land, before the farms arrived, so that one is antecedent.

The second grew along a language divide, so it is subsequent.

The third was drawn in another continent, by an empire, which makes it superimposed.

The fourth stops nobody today but is still visible, so it is relict.

Now the trap. The label is about timing, not shape.

A straight line is not automatically superimposed.

Shape matters too, because it decides how easily a state can be governed.

A compact state is roughly round, so the capital reaches every part quickly — the easiest to run.

An elongated state is long and thin, so the far end is hard to reach.

A fragmented state is broken into pieces, sometimes split by sea.

A perforated state has another whole state inside it.

A prorupted state has an arm sticking out, usually to reach a coast or a resource.

Boundaries work inside a country too.
边界在国家内部同样起作用。
A state is divided into voting districts, and every few years those lines are redrawn: that is redistricting.

Redrawn unfairly, to help one party win, it becomes gerrymandering — the map, not the votes, decides the result. Borders are argued about too. A definitional dispute is about the wording.

A locational dispute is about where the line runs. An operational dispute is about daily management. An allocational dispute is about the resources underneath.

Now, who holds the power inside a state?
那么,国家内部由谁掌权?
This diagram shows both answers.

In a unitary state almost all power stays with the central government, and the regional governments only carry out its orders. Power flows down; France is the standard example.
在单一制国家, 几乎所有权力都留在中央政府,地方政府只负责执行命令,权力自上而下流动, 法国是标准例子。
In a federal state power is shared: the regional governments have real powers the centre cannot take back. The United States and India work this way.

Large, diverse countries usually choose federal.

Sometimes a central government hands power downwards on purpose. That is devolution.

It is driven by devolutionary factors: a region cut off by physical geography, like a mountain range or an island, or divided by a different ethnic identity, or held back by an economic gap.

The region may then win autonomy — the right to run its own affairs.

Sovereignty is squeezed from above too: supranational organisations ask members to accept shared rules.

So every state lives between two forces.

Centrifugal forces pull it apart: ethnic conflict, uneven development, a weak shared identity.

Pushed far enough, a government stops working across its territory — geographers call that a failed state.
若被推到极端,政府会在自己的领土上失去运作能力—— 地理学家称之为失败国家。
Centripetal forces hold it together: a common language, national symbols, fair roads and schools in every region, and a strong national identity — ethnonationalism.

Keeping these two in balance is the central job of political geography.

The command word is Define, so the examiner wants a short, precise meaning — one clear sentence, no examples. A full-mark answer has three parts.
指令词是 Define,所以考官要的是简短而准确的含义——一句清楚的话,不用举例。
One: it governs itself and its own territory. Two: no outside power controls it. Three: other states recognise it.
满分答案有三个要点:第一,它治理自己和自己的领土;第二,不受任何外部势力控制; 第三,得到其他国家的承认。
Put them together, and you have your sentence.
把它们连起来,就是你要写的那句话。

A state is territory plus sovereignty; a nation is a people.

Name a boundary by when it was drawn: antecedent, subsequent, superimposed, or relict.

A unitary state keeps power at the centre; a federal state shares it.

Sovereignty is challenged from inside by centrifugal forces, and from above by supranational organisations.

Three marks students lose every year.
每年都有三个分数被白白丢掉。
First, never blur state, nation, and nation-state — the examiner is checking that exact word.
第一,不要把国家、民族、民族国家混为一谈—— 考官检查的就是这个词。
Second, classify a boundary by its history, not by how straight it looks.
第二,给边界分类要看它的历史,而不是看它有多直。
Third, when a question asks why a country is unstable, use the proper terms: centrifugal forces, centripetal forces, devolution.
第三,当题目问一个国家为什么不稳定时,要用规范术语:离心力、向心力和权力下放。
And keep every example neutral and factual.
