Sovereignty: a new source of legitimacy
- In 1648 sovereignty was a property of rulers; by 1815 there is a rival claim that it belongs to a nation.
- Vienna's containment did not remove that claim — it named it as a danger, which concedes its existence.
- So the change is not that monarchy ended, but that it now has to answer someone.
