A decision you can investigate
- A city must decide which homes to build, which materials to use and who can occupy them.
- Prices, administrative plans and public support can each influence these decisions.
Build the explanation
- In a free-market model, private decisions and prices play the main allocation role. A command model relies on central plans and public decisions. A mixed economy 混合经济 combines market activity with government ownership, spending, redistribution and regulation.
- Markets can respond to demand and reward efficiency but may underprovide public goods, create external costs or allocate purchasing power unequally. Planning can prioritize collective aims but faces information, incentive and coordination problems.
Work through the evidence
- In a fictional city, private builders respond to high rents, while the council funds flood defences and supports low-income tenants. This is mixed allocation, not a pure command system because government acts.
- A central planner can set a housing target, but needs information about locations, household needs, resources and construction costs. Private builders also need accurate signals and credible rules; neither system automatically solves every information gap.
What allocation system does the city illustrate?
Private building and public defence/support operate together.
Test the limits
- Compare mechanisms, not political labels. A public firm can face competition, while a private firm can have monopoly power. Ownership and competition are distinct.
- The best institutional mix depends on the good, external effects, administrative capacity and distributional priorities. Government participation does not prove successful intervention; market activity does not prove efficient allocation.
What can weaken central planning?
Planning must obtain and use information about diverse activities.
A market economy necessarily provides all public goods efficiently without collective funding.
Non-exclusion and free-riding can weaken private funding incentives.
Apply and explain your answer
- Why is council spending alone insufficient to identify a command economy 计划经济?
- Mixed economies also use public spending while private markets allocate other resources.
Does private ownership guarantee competition?
Ownership and market structure are separate characteristics.
Use the terms precisely
- command economy: An allocation system relying mainly on central administrative decisions.
- mixed economy: An economy combining market allocation with government activity.
Match the terms to their meanings.
Use each term for its stated economic relationship.
